Some programs segfault when run with belocs-locales-* packages
installed. Examples include: gimp when run with Ukrainian locale (also
Russian, Serbian, Japanese and others), mozilla-firefox with

sort (see attached script, crashes when run in UTF-8 locale). These
programs do not crash with locales package installed.

+ bz968_workaround_strxfrm_breakage.diff
As explained in BZ968, strxfrm can segfault with backward rules
in LC_COLLATE section of locale data files.
This does not happen with GNU libc localedef because this version
does not respect rule definitions, but the fixed version from
belocs-locales-bin triggers this bug.
In order to prevent those segfaults, all backward directives are
replaced by forward in iso14651_t1 and lv_LV until GNU libc is
fixed.
Many thanks to Eugeniy Meshcheryakov who discovered this misbehavior
and spent hours to help me debugging this issue. Closes: #310588
