Name: debian-l10n-basque

Rationale : We want this new list to coordinate our effor in debian around 
transtaion to basque, until now we have been using the 
librezale.org main list for debian around work but now in other to avoid 
problems we want to create a new list and we think the 
best site is lists.debian.org. I asked in debian-i18n about to create 
*user-basque or l10n-basque and they suggest me 
debian-l10n-basque is better [1].
