For legal reasons JCE key size is limited in this release. If the user 
wants unlimited strength he or she has to replace binary files of the 
package.

Perhaps the jce files should be in their own package. So the user 
could replace this packages with his or her own unlimited strength 
package. 

Maybe its easier to place the jce policy files in /etc/java-6-sun and 
symlink to them as they are like configuration files.

having code as config files seems to be wrong. IMO the correct
solution is to have these files diverted, either by a package, or by
hand.
