/etc/menu-methods/pwm include the line:
outputencoding="LOCALE"
However according to my tests, pwm assumes that menu-debian.conf is
encoded in ISO-8859-1 irrespectively of the current locale, so it should
be:
outputencoding="ISO-8859-1"
Since Etch setup UTF-8 locales by default, this bug will causes all
non-english users to get a garbled menu.
If pwm change the encoding of menu-debian.conf in the future please
remember to update that field to match.

experimental, so I am now closing the bugs that were still opened
against it.

this package was removed, and suggestions of possible replacements.
