The pref panel, although it uses canvas, can't be resized to fit actual screen
size, it's min height is way larger than 800, even choosing a theme with 8px
fonts. That way, some controls are avail only by panning the window.

The expected behaviour, of course is that it should

1. auto-size according to screen size (i.e. *never* extend beyond screen size)
2. respect wm hints (eg in wmaker, don't cover icons, dock)
3. be resizable at user's needs.

This is a duplicate of #428011 and was fixed in 0.99.10
