I've found two inaccuracies in the README, I guess the information is
simply outdated:

I have created /etc/pm/config and added one SUSPEND_MODULES line,
which, unfortunately, had no effect. After moving the file to
/etc/pm/config.d/01foobar, it worked. In /usr/lib/pm-utils/functions,
there is a function source_configs(). This function sources the files
from config.d, but it does not source the file config.
