There are bad paths for mailer in mod_dosevasive.c and mod_dosevasive20.c files.
Mail program in Debian is located in /usr/sbin/mail (it doesn't acept 't' 
option too).
Suggesting mailutils package would be good too.

unstable and
experimental, so I am now closing the bugs that were still opened
against it.
