but actually this command should be 'ar' not 'tar'.

Actually it looks like I changed that myself, IIRC from another report=20
that the old example, which had
   # ar -xf debootstrap_0.X.X_arch.deb
did not work either.

Anyway, the correct command should be:
   # ar -x debootstrap_0.X.X_arch.deb
