Debian is the only major distribution that does not ship util-linux's
rename command.

In order to fix this bug (#228737), rename must first be dropped from
perl.  The util-linux maintainer writes

   policy limits us to one 'rename' command, and the perl
   one got there first.

Amazing.  I cannot imagine that compatibility with most other
GNU/Linux distributions should be less important than who's first?
