As you can see I've installed spidermonkey-bin version 1.8.1.14-3, but
smjs says it's at version 1.7.0.

$ smjs -foo
JavaScript-C 1.7.0 2007-10-03
usage: ...

Please can you explain why there's this difference and why you package
spidermonkey from xulrunner sources and not from spidermonkey tarballs
( http://www.mozilla.org/js/spidermonkey/ ) ?
Is the latter project no longer active ?

It's the javascript version, the package version is unrelated.

It's usually not up-to-date and no release happened for a while, for
instance. Also, there is no security updates to spidermonkey itself,
while there may be security related changes in spidermonkey code in
xulrunner. Finally, it serves no purpose to have a spidermonkey from the
spidermonkey tarballs as well as a spidermonkey from xulrunner...
