Circ-tex uses fmtutil in its postinst script, which results in the following
warning being displayed:
Warning: fmtutil is being run as root; fmtutil-sys should probably be
used instead. If this is done by a Debian package upon installation,
upgrade, or removal, please file a bug against that package.

The solution is described there, fmtutil-sys should be used to update TeX
format files for all users instead of root only.

The circ-tex package has been removed from Debian testing, unstable and
experimental, so I am now closing the bugs that were still opened
against it.

this package was removed, and suggestions of possible replacements.
