Severity is merely "important" because this breaks
perl -e 'use Cwd;print getcwd(),"\n"'
which is an excerpt from some of the dh_* scripts, so I can't
dpkg-buildpackage anything on this (stable) system... but it took me
two days to notice, meaning openafs was still useful for other things.
Kernel is 2.4.20. Garry pointed to the lack of code in
src/afs/LINUX/osi_vnodeops.c after the comment

but noted that it is only part of the necessary fixes. I solved my
immediate problem by upgrading to the 1.2.8 packages from openafs.org.

This bug has been fixed in the current Debian stable release (3.1, aka
sarge). I'm afraid that no fix is planned for woody; we recommend
upgrading from woody to sarge.
