created only by the binary-indep target of debian/rules, not by both
binary-arch and binary-indep. Currently, binary-indep target uses `-i'
option in dh_* calls, but binary-arch target does not use `-a').

The effect of this bug is that the Architecture: all package has to be
removed by hand after "dpkg-buildpackage -B" (which is what autobuilders do).
