when windows are spawned on the right or bottom of the screen, they end
up slightly offset from the edge (by about the width of the window border).
note that windows spawned on the top or left of the screen are snapped 
correctly to those edges.

this is annoying because i am always readjusting windows to get them to
where they should have gone automatically (snapped to the edge of the 
screen).  maybe the calculation for window placement isn't taking into 
account the size of the window border?

That's the opposite. Windows are referenced by their top-left corner,
that's why.

Well, some people may want that scheme. Some other prefer to have them
stacked top left. Some other may want another scheme. Supporting each
and every one doesn't seem to be really feasible.

Anyway, if you still think it can be a good idea, feel free to ask for a
feature request on Xfce bugzilla (http://bugzilla.xfce.org).
