I feel like the comments voicing your disgust raise more questions than
they answer:

While the second line provides a suggestion, it still leaves me uneasy:
is this file considered at all? If I don't like something about it,
should I change it or try to override it in /lib/udev/devices? What's
the dirty trick Debian plays which makes this upstream feature
unsuitable here? Or is rather the upstream policy short-sighted and
Debian provides a superior alternative ot it? If so, why does this file
exist, stating on its first line that it does not? If Debian has a
better way, why wasn't the content migrated to that? What's different
with ppp, loop0 and tun, warranting the "hic sunc leones" comment? That
has the smell of forgotten myths, not something one's very keen of
during daily system maintenance...
In short: you are very much entitled to your opinion, and I trust you
that it's well founded. But please provide some pointers, so that I can
learn what I'm dealing with. That would feel sooo much more comfortable!
