Hi,
I just got an mp3 player with voice recording. The problem is that it
saves the recording in .act files. It seems that it is a common format
for this kind of hardware and hence, it would be great if sox can
support it:D.
I'll be happy to send you sample files or anyting else you require...

A year passed without any response and i'm unable to find a sample
file in ACT format, therefore i'm closing this bug.
Feel free to reopen it if you can provide a sample.
Note that the corresponding upstream bug is still open.
In any case alot of development occured in SoX since version 12.17.4
and that format may already be supported.
