The reason my debian installation failed with rpm is because there was a
/usr/local/bin/rpm stub (now removed) that was constantly failing
(presumably because at one point long ago, I needed to do that to avoid
having some script do something I don't want to debian). So the problem
was in my setup, not with RPM. Thanks!
