The platforms without OpenMPI such as ARM, MIPS, MIPSEL and S390 have
trouble building PETSc reverse-depends like illuminator. Please remove
those binaries so illuminator can transition to testing. (The release
team unblocked it [1].)

The long-term fix is to re-upload petsc with petsc-dev depending on
libpetsc2.3.3-dev | libpetsc2.3.3-lam-dev but even so autobuilders often
don't successfully get alternative dependencies right.
