The amanda-server package already 'suggests' amanda-client.  Since it is quite
possible to make productive use of the amanda-server package without having
the amanda-client package installed, I think this is sufficient.  

I'm considering re-factoring the package for the impending upload of a newer
version of amanda, which may also change this situation in the future.
