This is not a bug. The LSB requires a /usr/bin/lp command to be
available, which is not provided by "normal" lpr.
Details from the changelog:

* Update lsb-core dependencies to include:
ed (for /bin/ed)
bsdutils (for /usr/bin/logger)
cupsys-client | lprng (for /usr/bin/lp)
