A couple of versions ago pm-utils started depending on kbd | console-tools.
No doubt this is because of te contents of the sleep.d/00clear script.
It should not depend on these packages, only use them if available.
console-tools and its dependancies make sense only for systems with a video
console and will not typically be installed or desired otherwise, yet
pm-utils may still be useful on such systems.
I suggest changing the 00clear script and other places that might depend on
console-tools to fail gracefully if console-tools is not available, and
downgrade the dependancy to a suggestion.

The dependency is because of /usr/lib/pm-utils/sleep.d/90chvt
Not switching VTs might lead to failing suspend/resume.
I don't think it would be a good idea to risk that.
Please keep in mind that pm-utils purpose is to provide properly working
suspend/hibernate scripts after all.
Closing, as I'm not convinced this is a good idea.
