Hi,

chroot() is not a priviledged operation on GNU/Hurd, so it can be run by
any user.  Consequently, it should be installed in /usr/bin on
hurd-i386, not /usr/sbin.

There are all sorts of commands in sbin that can be run by any user. Moreover, the chance of moving chroot on a single platform is zero.
