When I'm using gnumeric on a computer setup with Norwegian locales I
have to write the number as 1,2 3,4 etc... While if I use a computer
setup with English locales the numbers are 1.2 3.4 etc... Why cannot
gnumeric accept both and don't care about comma versus period. I never
use comma. It is a stupid Norwegian standard IMHO and it is extremely
annoying when working with gnumeric on different computers. I'm getting
tired of having to set LC_NUMERIC=C all the time...

Because commas are used to separate function parameters, which is a de facto
standard for as long as there have been spreadsheets. In locales where comma
is the decimal separator it cannot be used for that and semi-colon needs to
be used instead.

If you want thinks to work your way, you need to set up your locale properly.
