Hello, and thanks for the bug report.
I'm not sure this is a bug. The policy manual does not say anything
about this, I've looked at these pages, which seemed relevant:

Also, Lintian does not complain about it.
I'll close this issue. Feel free to reopen if you could show where it
says that the short description should not start with a capital letter.
I was not able to find it.
