apache-utils places the "ab" binary in /usr/sbin (and the "ab" manpage
in /usr/share/man/man8/).  According to FHS 2.1:

> This directory contains any non-essential binaries used exclusively
> by the system administrator.

ab is usable and useful when run as an unprivileged user.  In fact, it
should probably not be run as root, as this might expose the superuser
account to compromise by a malicious web server in the case of
exploitable bugs.
