The scroll bars on file listings (as on "Save" or "Open" dialogs) always
allow a bit of scrolling even when no scrolling is needed, i.e. when the
window is large enough to fit the text, even with free space.

Xpaint bug 137466 (Horizontal scroll bars allow
scrolling without need) in version 2.6.1-1 was
reported on 9 Mar 2002 and thus belongs to Potato.
It is unreproducible in the xpaint version 2.7.6-1
currently in Sarge.
Opening or saving in a directory with few files shows
no scrollbars in the popup window.
It ought to be closed and archived so it does not show
up in the current xpaint bug reports, of which there
are none.
