When you plug a JTAG adapter, for example the USB one from olimex, you'd need
to
be root in order to use it from openocd. I think you shouldn't need to be root
in order to do this.
Once I came accross with this problem I found a message on a forum dealing
with
this topic:

There, the proposal is adding an udev rule that mades the usb device be
plugdev
group writeable. I'm attaching this rule for you to consider adding this one.
I volunteer writing some more rules or completing this one for some more
devices, but I'd like to state that I can't guarantee that all may work
provided
I just have access to the olimex one.
