There is also no documentation in /usr/share/doc/mingw32.

We do however already have a perfectly good bug report detailing
the whys and wherefores of this situation, which reportbug would
even have prompted you with.
Please apply a bit of diligence when answering the question
"Is the bug you found listed above?", especially when it should
seem obvious that you are unlikely to have been the first to
notice something you are reporting.
I'm closing this one to avoid cluttering the BTS unnecessarily
for the next person that has a problem to report.
