After recent AOL sabotage on alternative ICQ clients, Pidgin is not able to
connect and send ICQ messages. This problem is only observed when connecting
from ex-USSR address space.

Upstream has a patch to address this problem. Please apply it to the current
stable and testing pidgin sources.
