If icicle-mode / icy-mode is the main enable/disable (per
icicles-doc1.el) then they could helpfully be setup as autoloads in
50icicles.el. Especially for interactive M-x icy-mode to give it a try
before sticking something in your .emacs.

This was my mistake in 22.0+20090124-2: I forgot to re-add "(require
'icicles)" in the site-wide startup file, after troubleshooting a
load-path problem on my end. It's fixed now.
