The documentation in the tramp Debian package is for GNU Emacs and is
slightly incorrect for XEmacs.  (The specific example I noticed was the
difference in filename syntax.)  tramp's website has separate
documentation for each Emacs flavor.  It would be useful to have both
things in the Debian package, too.  (Then I wouldn't have gotten so
confused.)
