Per policy section 4.12, debian/files should "not exist in a shipped source 
package". 
Perhaps this is an remnance from the past, but as the Standards-Version
is rather recent, this should be fixed.

Hello Carl,
You are confused:
%lsdiff -z libjpeg6b_6b-14.diff.gz | grep files
libjpeg6b-6b/debian/libjpeg62-dev.files
libjpeg6b-6b/debian/libjpeg-progs.files
libjpeg6b-6b/debian/libjpeg62.files

libjpeg6b does not include a file named debian/files, however it
includes files like debian/libjpeg62.files which are used by
dh_movefiles. They are unrelated to debian/files and not covered by
policy section 4.12.
