A user's MUA supporting quota notification bugs him constantly about
being over quota if the limit is set too high.  Eg,

localhost> lq user.joe
 STORAGE 926677/5120000 (18.09916015625%)

As you can see they're nowhere near their quota limit, however at this
setting cyrus sends them an over quota notification.  However, if I drop
the quota somewhat (lets try to 25% of what it was)

localhost> sq user.joe 1280000
quota:1280000
localhost> lq user.joe
 STORAGE 926677/1280000 (72.396640625%)

Cyrus no longer informs them they are over quota.

It appears to me that there is an acceptable range for quota limits and
it breaks if this range is exceeded.  I can't seem to find any mention
of such a limitation in the documentation however.  Though I do find
lots of related bugs in the changelog...

the bugs that were still opened against it.
