No. lp_solveheaders include no colamd headers, so why should the -dev package
depend on it?

afair not, and even if this was the case, if you use colamd, build-depend
on the package you need yourself: libsuitesparse-dev.

That's why lp_solve depends on libcolamd-3.2.0.
