Severity: normal
When reporting a different bug on a different package. I called
`reportbug --mutt` and was greeted by the initial config run because I
had never used it before.
I got all the way to the end of the bug report, and reportbug was
attempting to send the bug report without launching mutt.
I ran a few tests to make sure the 'initial configure' is the cause of
the --mutt option being ignored, and it certainly seems that way.

At least in 4.2, if
$ ls ~/.reportbugrc
ls: cannot access /home/morph/.reportbugrc: No such file or directory
issuing
$ reportbug --mutt -O --debug reportbug
spawns mutt MUA (skipping configuration, though), so closing.
