Module::Install has acquired the bad habit of loading CPAN.pm and
trying to download all kind of stuff. Since 0.86 that behaviour can
again be turned off by using
perl Makefiel.PL --skipdeps

Therefore having "--skipdeps" set by default in dh_auto_configure
would be nice, either by just adding it like this:
