simple copy of .el under emacs/site-lisp is not sufficient for various
reasons... the simplest use case -- making it available under version of
emacs which is not "the default" one, e.g. emacs-snapshot. then it looks
under emacs-snapshot/site-lisp..
in any case... there is dh_installemacsen which eases the job of
deployment (and optionall auto-loading on start of emacs, which imho not
needed for xscope). man page has some details
