The psgml package registers the 50psgml-init.el file with ucf, but never
unregisters it from ucf when the package is purged. However it does
delete the file from disk.
This results, after an install/purge, with ucf remembering that the file
has been explicitly deleted, and NOT reinstalling it when the package is
reinstalled.
