nothing happens. I'd expect it to scroll the article down.

This has been fixed by the various refactorings in the scrolling code.
You should be able to customize the bindings using normal GTK+
configuration.
If you find you cannot do that, please open a different bug report, so
that we do not strech the meaning of this one too much.
