Justification: fails to build from source

Three build problems:

1) foomatic-db may fail to build if CDPATH is set; the cwd line printed by cd 
when CDPATH is set breaks the tar pipe used to populate the db/source 
directory.  debian/rules should probably sanitize / clear CDPATH.

2) The Makefile incorrectly sets DESTDIR to /.  However, it sets LIBDIR et al 
to contain the real DESTDIR, so this is generally not a problem...

3) ...unless the hp-ppd package is installed, since that creates a 
/usr/share/cups/model directory, which causes foomatic-db's configure to set 
CUPS_PPDS, which causes the ln command at the bottom of the install-db section 
to try and fail (without root perms) to create a symlink at 
/usr/share/cups/models/foomatic-db-ppds.  

Passing --disable-ppds-to-cups is a workaround for problem #3.
