Greetings,
The documentation under /usr/share/doc/request-tracker refers to the rt
database as 'rtdb', but the scripts that create and work with the
database look for the database, 'rt3'.
I would guess that the documentation should change and all occurences of
'rtdb' should be 'rt3'.

I've just read the NOTES.Debian to double check this, and in fact it
does describe specifically that it assumes that DatabaseName is set to
'rtdb'. If you're going to be following the manual instructions therein
you should therefore configure your database name as 'rtdb' or compensate
for the changed databaser name.
It's always best to explicitly configure the database name.
