Hi Francois,

Thanks for your interest in this, but I don't think we do want to add
a watch file to this package, at least not at this stage, for a couple
of reasons:

 - It's not tracking what we actually release from, which is tags in
   the upstream git repo.

 - It's not a stable library, or even a stable codec yet.  So updating
   the package will be done when the cost/benefit of doing so outweighs
   the disruption that will bring for any/all deps.  We may not, or even
   probably won't, want to do that for every little point release along
   the way -- and having this nag publicly when that happens is only
   going to mislead people about what we _should_ be doing at any given
   point in time.

People who need to use this right now should keep in fairly close contact
with both myself and upstream developments, so having automation trying
to second guess what they think is best doesn't seem like a winning
strategy.  At best it will tell us something we already know, at worst
it will tell other people things that will mislead them.

If you have an interest in celt, probably we should talk about that
separately.  If you're mostly just padding out what is covered by
watch files, you might want to consider the first point above.  I've
already spoken to Rhonda about that, but I'm not sure how feasible it
really is to actually watch repos directly ...
