ia32-libs version 21 requires ia32-apt-get >=21. ia32-apt-get conflicts with
ia32-libs. 34 packages depend on ia32-libs, including wine, which I would like
to be able to use.

That package has a request-for-removal pending and will be replaces by
ia32-libs from ia32-libs source again, maintained by Mark Hymers. Not
my problem.
If you want to stick with ia32-libs then go back to testing.
If you want to stick with ia32-apt-get then ia32-apt-get install
ia32-wine.
