The same situation happened in etch with mktemp. I think it would make sense
to:
- add such a pre-dependency to base-files for lenny aswell, so people that
used sarge, then etch and now upgrade to lenny and still miss mktemp, will
actually pull it in so we know this inconsistency is out of the way for the
future, and:
- perhaps to the same for a stable update for base files
?
It's quite late indeed, but isn't it better to still try to fix what we can
here?

I think this is no longer relevant given that coreutils ships mktemp now.
