I was uploading a new upstream version and before everything was uploaded
the upload got interrupted and the .orig.tar.gz wasn't complete.  This
was rightly rejected.  But when I went to finish the upload by moving the 
files from REJECT back to  incoming I find that there permissions are
now katie.debadmin 0660.  

Now I have to reupload all 42 megs of xemacs21-basesupport rather than the
remaining 1 meg of the .orig.tar.gz.

This behavior of katie's seems broken.
