Just like other settings, the fullscreen toggle is also erratic, apparently
there is no connection between the fullscreen state and the toggle.
Try setting fullscreen ON on the title screen, then go look what the in-game
options says.
Whatever mode the game will start on is also difficult to figure out, since
it is also erratic depending WHAT the game thinks was the last state (which
has nothing to do with the real state).
