package since it's useful on non-Linux systems.

Hello,
I'm a little confused about your suggestion about separating watch. We
already conditionally compile and/or install binaries for other
non-Linux systems so probably the best way ahead would be to do the same
for whatever architecture you were considering.
That may mean additional patches to put conditions in, but that's not
what you are asking here.
To do that requires the support of whatever Debian group is responsible.
For example, kfreebsd has a procps package mainly due to the efforts of
that group. I just merely merge in their patches. The same can be done
for others, but it needs that support.
