Somehow the changelog entry was left unfinished when I built the package, it
should have read:

gsl-ref-html (1.13-1) unstable; urgency=low

  * New upstream release                                (Closes: #549889)

  * As with previous releases, the sources were obtained from the FSF web 
    pages by means of a wget call (c.f. the debian/rules target 'upstream')

  * debian/control: Updated Standards-Version:
