ifupdown now has an "--allow" option.  When "--allow=foo" is given,
ifup/ifdown will only operate on those interfaces listed in
"allow-foo" stanzas in /etc/network/interfaces.  This mechanism was
designed for hotplug to use.  That is, hotplug should simply do

   ifup --allow=hotplug IFACE

The administrator can decide to put an interface bar under the control
of hotplug by adding

   allow-hotplug bar

in /e/n/i.

This mechanism is better than the existing "hotplug" net agent policy
because the former controls both ifup and ifdown, whereas the latter
only controls ifup.  Also, the "allow" mechanism makes no use of
mapping script hacks.

Its advantage over the "all" net agent policy is that it allows the
set of interfaces to be controlled by hotplug to be defined.

Its advantage over the "auto" net agent policy is that it allows the
set of interfaces to be controlled by hotplug to be defined
differently from the set of interfaces to be controlled by netbase's
/etc/init.d/networking initscript.
