Maintainer:. It seems like it would make more sense to send it to the
Changed-By and the sponsor.

The archive does this for all relevant mails (sponsor (gpg signer) and
maintainer). The queued doesn't, as far as I remember, and honestly I
see not much gain in it.
Though, in case you want to go blind, feel free to send a patch. The git
is at http://ftp-master.debian.org/git/dak.git and you want to look at
tools/debianqueued-0.9/debianqueued. None of us ftpteam thinks it worth
to do so (but we would accept a patch) so closing this bug.
